The Children’s Permanency Partnership (CPP), established in 2005, by a collaboration of Epworth, FamilyForward and Youth In Need, was designed with the primary goal of ensuring that every child in the foster care system has the opportunity to grow up in a safe, stable and loving home. Whether through reunification with biological families, adoption or guardianship, the initiative seeks to minimize the time children spend in temporary foster care and to reduce the number of moves they experience.
The Children’s Permanency Partnership provides services that prioritize the unique needs of each child and family. By offering a comprehensive range of support services—ranging from Alternative Care and family supportive services to recruitment / training of foster homes and Therapeutic Foster Care —CPP works to address the various barriers that may prevent a child from finding permanency. These services are designed to be flexible and responsive, ensuring that families and children receive the right support at the right time.
Through CPP’s 100 plus team members, the collaboration has served over 10,000 children since its creation, focusing on providing stable and permanent homes in the St. Louis City and County, Jefferson County, Washington County and St. Charles County areas.

My Child Entered Foster Care
The primary objective of the child welfare system is to ensure the safety of children and to offer services that facilitate their ability to remain in their homes. In instances where a court determines that a child cannot continue living at home, the Missouri Children’s Division collaborates with the court and the family to assist in the child's safe return. Through this cooperative effort, a significant number of children are ultimately able to reunite with their parent(s), grandparent or another family member.
The decision regarding a child's entry into foster care, also referred to as Out of Home Care, rests with the court. Depending on the specific needs of the child, placement options may include a relative or kin who has been approved for such arrangements, a licensed foster parent or a licensed residential facility. The court also holds the authority to determine when conditions have sufficiently improved to allow for the child's safe return home.
The Children's Permanency Partnership collaborates with the State of Missouri and other agencies to safeguard children and offer services to families, ensuring that children can safely return to and stay in their homes. Upon children entering foster care, our focus shifts to working alongside families and the judicial system with the objective of achieving reunification. As a parent, you possess certain rights.
